Correct! "Exactly (X number)" means that we always know exactly how many variables will be in that particular group. In your example, G's group will only have one single variable in it, although we wouldn't know which variable that was from the rule alone. Also important to note is that if the game does not specify that all groups must have a variable in them, then some groups may end up being empty. In this case, G's group could not be empty, because there will always be one variable in it.
