I thought that there was valid resaoning used in the stimulus so shat is the flaw in the reasoning here? Please look through the answer choices as well.

Office Building → Not Climate Controlled
Office Building → Not Modern Office Tower

Answer choice (B)
Municipal Hospital → Massive
Municipal Hospital → Not Forbidding
Massive → Not Forbidding

Answer choice (C): Valid Reasoning (Chain)
Building by Famous Architect (Some) → Not Well Proportioned
Government Building → Building by Famous Architect
Government Building (Some) → Not Well Proportioned

How is this parallel to that in the stimulus?

The reasoning in this stimulus is not valid it is a mistake of composition. Not all tenured faculty are full professors means that at least one tenured faculty must not be a full professor. Every faculty member in the linguistics department has tenure. The conclusion is that not all of the faculty members in the linguistics department are full professors. However, we only know that there is at least one tenured faculty member that is not a full professor. There could only be one, and he or she could be in a different department. Therefore, all of the faculty in the linguistics department could be tenured professors.

Answer choice C: Some of the buildings designed by famous architects are not well designed. This means we know at least one of the buildings designed by a famous architect is not well proportioned. Every building designed by a famous architect could be well proportioned except one. All government buildings are designed by famous architects. But, none of them could be the one that is not well proportioned. Therefore, C exhibits the same mistake of composition as the stimulus. Hope this helps.
