The local condition of this question determines exactly which course's orders are in folder 2. The question then asks how many OTHER folders will be such that we can tell exactly which course's orders are in that folder. So if we can look at folders 1, 3, 4, 5, and 6, and say "I don't know exactly which course's orders are in any of these folders," the correct answer would be 0. If we can say, for instance, "I know exactly which course's orders are in folders 1, 3, and 4, but not 5 and 6," then the correct answer would be 3.
