On basic linear questions on the local ones, if it gives a new rule are we still supposed to use the rules that we already had ? I can't find it anywhere in my Bible.

Yes! The conditions set up in the main rules apply to every single question unless otherwise stated. Thus, new Local rules in individual questions add on to those main conditions, but apply only to that specific question. So, if a new rule such as "A is next to B" is added to question #18, that applies only to #18 (but it adds on to the initial rules of the game).

I don't have the page off the top of my head, but that is definitely in the Bible :-D
