When we set up this diagram, why can't we round it out by placing G, F, and D as the three solutions Wu will test, as there are only three solutions and she will be testing 3? Or, is the problem implying that a person can test two of the same solution?

Good question. On that one, the answer key is intended to highlight the numerical distribution, but you are exactly right--Wu will surely test all three solutions.
