On Monday, none of O2, O3, P2, P3, and S2, and S3 can be made, and from the third rule P1 cannot be made. Thus, at most O1 and S1 could be made on Monday.

This question seems to be simple but I cannot figure out why it is A. What am I missing?

This is definitely a strange game. We want to know how many days can have at most two batches of cookies baked. The answer is (A) one, specifically Monday. Because of the requirement that at least one batch be baked on Monday, along with the requirement that P1 and O2 be baked on the same day. This means that the first batch of P cannot be baked on Monday. The only options, then, are for either O or S to be baked on that day, but since P cannot be baked, Monday's max is 2. For Tues and Wed, we could have S1 and the P1/O2 block, totaling 3. On Thursday and Friday, we could have the S that is already on that day, along with O3 and P3.

Generally, this is just a very open game, and the only day that can't have more than two batches is Monday.

So if a day can have more than 2 its a problem.

I was looking at the wording of this question and checking my templates and saying ok there must be at least 2 on this day and that day etc.

At most Monday can only have o1 and s1, so that's why A is correct I am gathering, but every other day could have more than 2.

Yes, the Not Law™ that P cannot be on Monday makes that the only day that at most 2 batches of cookies can be baked. On the rest of the days, 3 batches are possible.
