Should not laws not be used in pure sequencing games?

Generally no, but there are times when they are helpful. For example, if a rule states "S cannot be last," it would likely be helpful to show a Not Law for that variable on that position. But, in general, if the sequence involves all variables, the sequence itself usually contains enough information so that Not Laws are redundant (or are at least less beneficial than normal). I would say that if you saw something unusual you could note that of course, so in some cases it depends on context. But most of the time, there's no need to show the Not Laws.
