The easiest approach for this kind of parallel question is to consider the underlying principle. The councillor argues against the law because it would have the opposite of the intended effect.

(A) compares two competing considerations (economics and the environment) rather than focusing on whether the reviews will accomplish their goals, so it's nothing like the stimulus. It also argues in favor of the reviews instead of against them, which is again different from the stimulus.

(B) argues against insecticide use on aphids because it would have the opposite of the intended effect, which is exactly like the stimulus.
