Uncertain seems to say that Kahlo didn't really know how she felt about the economic development of Mexico, but nothing in the passage seems to show confusion or hesitation. She made art that related to her specific feelings. And in terms of economic development, if you look at the sentences around line 35 it attempts to show her tentativeness about what she was seeing. Still that did not mean that she was uncertain, she was certain about her own thoughts but cautious that her ideals would play out the way she imagined them.

Answer choice (D) "noncommittal" is much more similar in meaning to (E) "uncertain" than to (C) "cautious." "Cautious" means that you have a specific attitude but that you want to be careful about it. As Robert states, Kahlo is in favor of economic development, so she has a clear attitude, but she is cautious about it because she wants it to be a specific kind of development. "Noncommittal" would imply that she had't made a decision one way or another. But as Robert explains when discussion answer choice (E), she has made a decision, she's clearly in favor. She is just concerned that it happens in the right way.
