Hello,

Can you please explain the difference between B and A? I got it down to these two answer choices and eventually, incorrectly, went with B.

The big issue with Answer Choice (B) is that the last paragraph doesn't introduce or defend any new principles. A principle is like a rule or law, such as the two introduced by the first paragraph (the principle against transboundary harm and the precautionary principle). No such principles are introduced in the last paragraph; rather the last paragraph brings up a new policy approach and defends it. (A) discusses this much more accurately.
