The correct answer choice is (C).

If S is not included in the display, the choice of puppies is reduced to R and then T or W. Thus, we are automatically in the 3 kittens/2 puppies scenario. Accordingly, T cannot be displayed since there is no way to meet the conditions of the second rule, and we can determine that instead W is selected. Thus, the two puppies displayed are R and W.

With W displayed, the fourth rule comes into play, forcing G to be displayed second. Consequently, answer choice (C) is true and is the correct answer.

Just to take the analysis to the end, with G displayed, then per the third rule H cannot be displayed, and the thus the three kittens on display are G, F, and J. This results in the following diagram:
