I choose E over C on this question. I understand why C is correct but I'm not sure on why E is wrong.

Answer choice E is wrong mainly because of its reference to "both sides." Paragraph 2 (which is what question 15 asks about) is limited to talking about the position of the "skeptics" of dowsing (notice how each sentence in paragraph 2 refers only to the skeptics' positions). So paragraph 2 is not primarily about clarifying the issues on "both sides" of the debate. Rather, it's about laying out the positions taken by "one side" of the debate.
