I think this question is a clear example of why we can be more lenient in RC question than LR must be true or Most strongly supported question. (A) says managing ecosystems in either territorial or international waters was given low priority, but there is no textual evidence we could refer back to the passage. It is true that there were not many regulations about both territorial and international water, but this fact doesn't adequately justify it was given low priority. For me, this lower priority appears as a sudden arbitrary idea. Can you explain the reasoning behind why (A) is the correct answer?

There is textual evidence in the first paragraph of the passage. There, the author indicates (lines 14-15) that "most nations did not establish rules for management or protection of their territorial waters." The time frame is given in line 5. So we know management in territorial waters generally didn't happen. The first sentence of the second paragraph makes it apparent that management in international waters was even more limited.
