Hello,

Individual rights, according to the passage help define limits of our actions in regards to one another. How is that similar to an "obligation?" Is it because of our obligation to ensure our exercising of rights do not harm the next person?

What is wrong with B? Is it because it doesn't bring up limits of rights?

In the passage, individual rights don't limit anything - the author cautions that too much focus on individual rights ignores the obligations that limit those rights. So rights don't limit rights; obligations to work together in a community of mutual respect limit rights. I don't see what else could limit a right but an obligation of some kind.

The sentence at lines 9-12 describes what is meant by the social agreement, and that definitively eliminates answer choice (B). The social agreement limits right because people have to work together, not because the rights themselves limit each other.
