Our stimulus is a set of facts about what does happen. Answer choice (D) is an answer about what SHOULD happen. We cannot draw any opinion that must be true based on facts that are only about what does happen. We have nothing to support what SHOULD happen based on these facts.
We could also read the "should" differently. We could read it as describing how we expect things to occur, that is, that we expect that all students should be given the exact same exposure to learn the same material. But this cannot be true based on the stimulus. Our stimulus tells us that students presented with the exact same material have different learning outcomes. We know this because some students will need more help from the teacher to master the material. That means that some students don't master it just from the presentation of the material.
