For me, both B and C are good answers. But I chose C, and I think it is better than B. Could you explain why C is incorrect, please?

The passage never mentions judicial procedures or how disputes should be decided, Shokhzod. Since the question tells us to select an answer that is "according to the passage," we must base our answer exclusively on the text of the passage. The purpose of the Draft Articles is laid out in Paragraph 2, and this text should guide us in selecting our answer:
The ILC’s Draft Articles...are an attempt to codify the customary principles of international water law as those principles are manifested in past legal decisions and currently accepted international practice
Most of Reading Comp is some from of Must Be True question, and as such we have to rely on the information explicitly provided in the text and not on any assumptions we might make or on speculation. Look up the answer in the text and find that answer that is the best match! With nothing in the passage about answer C, it can be quickly dispatched, while B matches our textual support perfectly.
