Is C incorrect because neither situation, whether oppressive or pleasant, mention temperature at 84 degrees?

Not quite. The second conditional says a day is oppressive if the temp is above 84 OR there is no wind. So being at 84 exactly means the first conditional doesn't apply, and being at 84 exactly PLUS the fact that the answer says there WAS wind means that the second conditional does not apply.
