Even if it were talking about areas with low speed limits instead of lower speed limits, ashpine, we'd have the same issue. Just because accidents are rising in the area with the lower (or low) speed limits doesn't mean that the speed limits are the cause. If we show it's happening in other areas too, we weaken that causal relationship. So the flaw is not considering that the effect might be occurring even without the cause. That's separate from the idea of low v lower.
