I don't think there's much room between what you're saying and what's been said before. Garber seems to believe that speculative bubbles are one way for markets to be irrational, but I don't know if they're the only way. So answer choice (C) is a Mistaken Reversal, or you could say that, because I don't know Garber's general opinion about irrational markets, answer choice (C) goes too far. Those two judgments of answer choice (C) seem to get at the same idea.
