Re the negation of the necessary: The negation of all is not all. So you would negate it by saying that "the system of journalistic ethics does not provide guidance on all cases where a journalist needs to make a professional decision..."
You could also consider the original statement as saying that it requires that the system has NO cases which it does not provide guidance. In that read of it, you would negate it by stating that there are SOME cases where it doesn't provide guidance.
